ANSWER:

The most authentic opinion is that you recite the qunoot after raising up from ruku, so you must not say Allahu Akbar, rather when you say sami Allah humidan hamida, you directly raise your hands and say the qunoot. 

Can u please tell me about the Qunoot in witr.When we have to raise the hand while reciting Qunoot,After surah Fatiha or before going to Ruku or after Ruku or before going to sujood.? And please let me know the detail of how to perform witr from start to end for my better understanding in 1,3,5,7 or 9 rakha.
