Its not kufr!!

However, its sinful for not starting the conversation with saying Salam first! 

QUESTION: I called my dad, i started getting thoughts whether I must say Salam or not, what will others think if I say so. Then I didn’t say. Is it kufr ? Is it like disobeying Allah due to fear of creation?
