It’s about intentionally missing the 2 rakahs of Friday prayer.

QUESTION: There is hadith, whoever misses 3 jumuah, Allah will seal his heart. What is the meaning? Missing 3 jumuah with khutba or just the 2 rakah prayer itself! If WITH khutba then what if one arrives 15/20 mins late? Please clarify
