QUESTION: What should an imam do after finishing the congregation for fard salat when praying in a congregation of 2 (imam+follower) and a congregation of more than 2?

QUESTION: While I recite a Surah (after Al-Fatiha) sometimes (in silent rakah) what happened is that the Imam finished his recitation and went for the Ruku but I’m just in the middle of my Surah. And other times I finished my Surah way before the Imam. So until the Imam says takbeer I remain silent. What to do in both of these cases?
