ANSWER:

There’s no contradiction between these two. If you have the authority you must stop evil by force, if not by words or the last option, abhore it in your heart and leave that place but Allah will not hold you accountable for other’s deeds unless you influenced or facilitated them to do it and Allah has honored our ummah by making us the nation who enjoins good and forbids evil. 

Will Allah hold us accountable on the day of Judgement, if we dont do AMR BIL MAROOF WA NAHI ANIL MUNKAR. Some says that ALLAH will hold you responsible only for your deed and not for others.
