ANSWER:

This is not permissible. 

You can only speak with her in the first meeting, in the presence of her wali when you go to see her. 

What is the ruling on speaking on the phone with the opposite gender for the sake of getting to know each other for marriage. Note, this will be within limits and not going beyond the scope of getting to know each other (likes, dislikes, personality) . Note, she lives in another state and she would like to speak on the phone to get to know each other more.
