Prayer here means supplication. One can devote his entire prayer by offering salutation to the Prophet salla Allahu alaihi wa sallam

What does it mean to devote one’s whole prayer to Prophet Muhammad (salla allahu alaihi wasalam)? Isn’t it all suppose to be devoted to Allah? What does this hadith mean? If you could help me with understanding this, I would really appreciate.

I read is book of istisqa sahi bukhari that prophet p.b.u.h never raised his hands except dua of istisqa but in some hadith he used to like wars and witer etc so my question is do we raise hands for dua or not ?
