ANSWER:

If they are Muslims, poor and needy, you can give them the zakat. If they are known kafir, you can’t give them zakat. 

There is Muslim family in need of money as the sole bread winner needs to get a surgery done. Is it okay to give them from our zakat even if they do not offer salah? Is this permissible?
