The hadeeth is general for Muslims and kafir. However, it is understood by Muslims to refer to Muslims.

The Hadith in Bukari where the Prophet said something said something like this: “When the power or authority comes to the hand of the unfit person, then wait for the (final) Hour” is it fitting to use it on a Kafir like trump or does it only apply to Muslims cause I saw many using it if you ask them of the Isnad they could not tell you and every is not fit for power
