ANSWER:

Saying durood like this in congregation is not permissible since it’s not part of the Sunnah hence an innovation. 

Sheikh in my area people usually start daroodh after first azaaan of Friday prayers for few minutes through loud speakers in melodic voices I want to know ruling on that
