sheikh, an old lady of 70 yrs is going for hajj this year in sha Allah, she wears light foundation (make up)to cover her blemshes. She does not want to face people without it.Can she wear during her stay in saudi? She does not want to go if she cant wear it, so can she wear during hajj?….she is on wheel chair.

This is not permissible. She can cover her face if she wishes and that is better for her.
