This is permissible though understanding it is a priority more than memorizing it. Try to do both at the same time gradually.

Shaykh.i am 20 years old and I do not know arabic.I want to learn the proper recitation , and memorise the whole Quran 1st. Is it ok , to 1st memorise the Quran completely and then understand it..
