This is forbidden and they are both sinful for being in contact before
marriage. They must cut out all communication with immediate effect,
repent to Allah and show deep remorse and never do this again.
If he says he’s not practicing at all or this is known about him, she must not marry him at all even if he says he will change as this is ‘cheap talk’ and ‘no action!’

Please is it permissible for a lady to accept proposal from a non practicing Muslim (ex boyfriend), who doesn’t prioritize following the rules of Islam, because he said he’ll change. But still engajing the lady in haraam communication? She knows it’s not halaal, but she engages him because “he said he’ll change”.
