If your 3rd menses was over and he didn’t reconcile with you, you are
officially divorced and he is a total stranger to you. Whatever divorces
he makes afterwards has no value and they are nonsense!

If he wants to marry you again, he needs to propose to your guardian,
obtain your approval, give new dowry and the presence of two Muslim male
witnesses at least!
