Of course they are still married and he is still her mahram. Even if they didn’t see each other for 20 years or whatever, the marriage will still be valid, unless they took divorce. 

My father has not been a husband figure to my mother for many years (around 9), as he has remarried. My mother has not filed for divorce as she didn’t want to create a rift between the two families. Is there marriage still valid under Islamic law, is he still a Maharam to my mother?
