ANSWER:

Yes, this is necessary.  It is mandatory to say everything in salah by at least moving the lips. 

Moving the tongue is a requirement for doing dhikr. But what about personal dua/supplication? When we make dua for ourselves in our oun language in Salah (i.e., in sujood, before salaam ) is it necessary to move our lips?
