ANSWER:

The most correct opinion is that dua qunoot should be prayed after coming back from ruku.

It is Sunnah to raise your hands during the Duaa of qunoot.

 

Is it permissible to recite du’a qunoot before bowing in Ruku, and without raising the hands in Salaat ul Witr?
