You should not give it to them and these stories are usually indeed true.  Give charity to real poor Muslims that you know and not beggars. 

Is it ok to give charity to street beggars whom we are not sure whether they are really deserving of charity? We hear many conspiracies that they are part of a network of begging business or they might be using the money for illegitimate use like alcohol, drugs, etc.
