He can do so if her wali agrees, however, I don’t advise to go against the opinion of the parents, as this causes problems in the future.

if a man wants to marry a girl who’s righteous and has a good character, someone he believes can make him happy and help him increase his Iman but his parents don’t agree just because they are not the same tribe.Is it permissible for him to go ahead and marry her?
