ANSWER:

No problem in bleaching the extra hair from the eyebrows, providing you do not expose this in front of non mehram men and while going out. 

No problem in removing forehead hair. 

I know that threading or plucking the eyebrows to shape them is haram….but here in the middle east a lot of women bleach the outside hair of the eyebrows to make them look neat and shaped. Is this practice halal? Also can women remove hair from the forehead or that too is haram?
