ANSWER:

This ayah is only recited when one begins the Sa’ee before climbing the Safa. After that, he doesn’t repeat it. 

I have heard some people reciting long duas when approaching safa during umra. Is it sufficient to just say only “verily as safa and al marwah are of the symbols of Allah. I begin with what Allah began with”?
