As long as you don’t know whether they will use it in front of non mahram or not, the default is that it is permissible to sell it. 

I have a online business where i sell only skin care products like cream, lotion etc. Can I sell Makeup products like lipstick, eyeliner etc? Is it haram because women shouldn’t go outside by wearing makeup and show their beauty to non mahram? But i don’t know the customers who will go outside by wearing makeup and who will do only for their husband.
