ANSWER:

You should not give to them as most of them are professional beggars. 

If you have money, there are the Rohingya in Myanmar, the Syrian refugees in Jordan and turkey and there are dawah tv channels such as Zad tv and Huda tv who would invest your money in continuous charity that would reach you even while you are in your grave.   

I am living in Dubai, here the Federal Law considers Begging as a crime, due to which I avoid giving money to poor thinking of I might get in trouble. Later I feel guilty for not helping them out. How do I cope up with this ?

I have many friends who travel to poor countries for charity work to distributed aid. This is mixed however they have the best intentions. I would really like to go as this would be life changing for me however there will be times where we would have to share vehicles with the opposite sex and also travel together.
