ANSWER:

If it’s illegal you must not do this as this will make matters worse for Muslims. Allah has blessed us by giving us alternatives as the Prophet salla allahu aliahi wa sallam slaughtered 2 rams. 

Here in my country we have a strict ban on beef. As it is currently Illegal in our country is it permissble for us as muslims to offer sacrifice in such a way??
