ANSWER:

You don’t have to wash it off with soap before doing wudu. You simply rub the water on those areas while doing wudu to let water reach the skin. 

During winters we apply moisturizers such as petroleum jelly over the face and hands. Do I need to clean it thoroughly with soap & water before making wudhu or is my wudhu valid with those remaining applied?
