ANSWER:

No problem in applying these as you had a medical reason for this. The fragrance is not an issue. The issue is when it is considered to be perfume. 

during my Hajj in ihram state, I had applied a rubbing balm for headache and an ointment cream( Neobekrin) for skin problem, these balm and ointment cream were medicine and had fragrance, did these acts effect my ihram?Should I was required to give ‘dam’ or etc.?
