It could be, but it would depend on what the person is procrastinating on.
For example, procrastinating in doing good deeds or praying salah on time and being lazy is from the shaytaan.

It is said that Allah has written everthing about you before your birth. Then do we have to rely on Taqdeer when it is already written what you are going to be and how you r going to be? But still people run after money and other worldly things.

If Allah has taken responsibility of all the creatures that walk on earth then why do people die from hunger in Africa and other parts of the globe?
