Technically speaking, if all parties including the witnesses know each other beyond doubt and no one can impersonate one of them, this is permissible though I don’t advise of it as I have seen so many similar marriages where the woman has been running after her husband to divorce her and he is refusing that and she can’t get hold of him and has no papers to prove that he married her!

Can people get married over phone? Example: Father tells man who proposed “Yes, you may marry my daughter” and there are two people who are there with the father as he agrees to marry her off.
