ANSWER:
Once a person offers farewell tawaf, he must leave Makkah. If it so happened that he waited for few minutes for the prayer, this is permissible. Waiting for a long time after the tawaf would require him doing another one as in the case if he leaves the haram and then go back to it or spend a lot of time idle doing nothing.
